It is now incumbent to offer a few more remarks upon the character and condition of the exiles who comprise a considerable proportion of the population of the capital of Eastern Siberia- and they will be made with perfect confidence in the genuineness of the sources of information from which they are derived.

But as nothing is concealed from the stranger, and nothing done in secret in Siberia, all who feel sufficient interest in the subject may, through the most regular channels, inform themselves concerning every thing which regards both the law, and the manner in which it is administered in this country.

They may, indeed, learn every particular that relates to the condition of every class of exiles, from the former aspirant to sovereign rule, down to the proUtaire, and the most petty criminals, of whom there are many who have actually committed offences for the very purpose of getting sent, at the government charge, from a state of bondage to enjoy the freedom of Russian subjects in Siberia. It will be remembered, that while we had the picture of the society...
